Difficulties in getting organizations to "host" Eagle Projects because of
insurance concerns may be offset by getting a "certificate of insurance"
from the Council office which names the organization as a primary
"insured" for purposes of the project. Each Council has the authority to
issue a certificate of insurance for up to $500,000. If more is needed,
the Council can request $1 million in coverage from the National Office,
again naming the agency as a primary insured. This often is sufficient
to persuade the organization to host the project for the duration of the
event. We have done this for a variety of Scout activities in which the
"host" organization required a certificate of insurance from B.S.A. in
order to use their facilities.
