The BEST way to handle this, Doug, is simply to send a
invitation to the Court of Honor or other event to the
dignitary, inviting him or her to attend the event and
to present the item directly. You will be surprised;
Presidents Ford, Carter, and Bush all have *appeared*
at Eagle Scout Courts of Honor (a good sign if they
will be there, is the visit to your home by the Secret
Service a few days before the event!); various screen
stars and Congressmen have also "taken the time" to
attend a Court of Honor. And since Patrick Buchannon and
Steve Forbes were Scouts before, and this *is* a Presidential
election year, you'll never know.... *heheheee*
(I'm still trying to get the particulars on Forbes and
Buchannon's Scouting experiences, because I've been asked
about those two in particular. If anyone has information
on the other five Republican candidates, please let me know
