This is not the Sterns method. The Sterns method is a complete
roundrobbin race. For instance if there were 22 boys racing there would
be 21 races. Each boy get assigned lanes randomly and the opponents in
random order, but everyone races everyone else. The heats are recorded
and the highest winning percentage wins 1st etc.
