Adult service star Question

I disagree with part of Mike Walton's answer. I'd appreciate a
reference if you have it. Or maybe this is one of those areas
that isn't explicitly spelled out but is open to interpretation.
As an adult partner in Tiger Cubs, BSA, I was not an adult leader
and I did not fill out an adult application form and I was not listed
on the unit roster under registered adults. Instead, I was a PARTNER
with my son in the Tiger Cubs, BSA program. Therefore, I think
both he and I should wear a 1-year star with orange background.
