COUNCIL annual recharters (read mergers)

AND - granted an annual charter from National to exist as a council. If a
unit (which is granted an annual charter by the council) has it's unit
committee (read that council executive board) vote AGAINST the council not
giving it's organization a new charter --- the unit can continue to exist???
Transfer of learning helps here as so often it does.
