Based on what I see happening in other companies, I'd guess that $40K
includes money for the employee who has to bring himself up to speed on
HTML, web sites, etc, run a training session for several senior staff so
they'll know what to look for in the final product, put out manuals for
the persons assigned to write various parts of it, and so on.
Also, if they plan to get a 7x24 account, that's going to scarf down a
respectable chunk of it. (7x24 = 7 days a week, 24 hrs a day.) I know
of a non-profit, volunteer organization who is soliciting donations to
fund the first year of their 7x24 web-site, estimated at "at least
