Jeff and Kathie,
You're both right! The United Methodist Church organization has a position
titled "Scouting Coordinator", which in my church is a member of our Council
On Ministries. This person is responsible for exactly what Jeff said, i.e.
all "outside" youth programs sponsored by the church. This person is not the
COR, although in many instances the same person fills both positions (as does
my wife). The COR for BSA units, and the equivalent for GSUSA/4H/Campfire/etc.
units, would report to the Scouting Coordinator to make any special requests
from the church administration.
