CORRECT. The chartered organization representative is (AND I quote) the
HEAD OF THE SCOUTING DEPARTMENT for that organization. Read that 'chairman
of the dept.', there is only one.
Reference: The Chartered Organization Representative, part no. 33118, page
2, "..You head the "Scouting Department" in your organization and are
responsible for the success of its Scouting units."
Read that: if the units succeed or fail, it is the CR's responsibility. No
committee functioning? CR step in and identify the people to get it trained
and running. Need a new top unit leader? CR step in and assist your
committee chairman in identifying one.
And on and on.

VI. Local Councils. Section 3, Clause 7.
" In territory supervised by local councils, each chartered organization
A citizen of the United Staes, other than the unit leader or assistant unit
leadr, as its chartered organization representative to represent it as a
member of the district committee and as a voting member of the local council."

Local Councils, Section 7, Clause 1. " The membership of each local council
shall consist of a chartered organization representative from each chartered
organization and additional members at large from within the territorial
boundaries of the local council totaling a min8imum of 100 adults. When a
council is incorporated, its incorporators shall be its initial members.
Thereafter its members shall be electd annually by its board of trustees,
which usually will be designated as the executive board."
Hope this helps. You will note:
1 COR per organization - no matter how many units.
COR is OTHER than unit leader or asst. unit leader. - this is most likely
where the multiple registration of COR to unit committee came from.
