My $.02 about the questions posted
1. What is the minimum number of adult PRIMARY registrations are required
for an Explorer Post? Which positions? same for a Troop? I am not asking
how many adults must be registered in a unit, but how many and which ones
must be primary.
Shouldn't matter if they are primary or not. A registration is a
registration. However, some councils may get finicky about the Scoutmaster
and the committee chair. But if you hold those positions you should be
primary with that unit anyway.
2. Can the same adult have a PRIMARY registration as a Scoutmaster and
MULTIPLE as an Explorer Adviser ( the unit leader, not an Associate) or
Cubmaster? or vica versa?
Should not have a problem unless the council is after the $$$.
3. Can the Institutional Head also be the Charter Organization
Representative AND the unit leader (Scoutmaster, Cubmaster, Explorer Adviser)
or an assistant/associate unit leader? I already know the IH/CR can also
multiple as the CC or MC, so don't need that information.
If the IH/CR are being allowed to register as the CC or MC ( they are this
already so why register as it) they should be allowed to register as the
Scoutmaster etc. However, it is a very bad idea!!! I wear a lot of hats.
But I wear them in different units. I can see where someone must be listed
as IH (Priest/Pastor of church) and wants to be Cubmaster. Realize that you
are putting a lot of power into one person. And both jobs have
responsibilities that were designed for one person.
My background situation with respect to multiple registration. I am an ASM
in both Chester County Council and Susquehanna Council. I am a UC in
Columbia Montour Council. I have been primarily registered in Susquehanna
Council for about 20 years. When I joined a troop in Chester County they
would not let me register as a multiple (supposedly due to insurance). Both
Susquehanna and Columbia Montour see no problem with me registering as a
multiple. But I have a problem with Chester County being so pushy.
Especially since they are set up better financially then the other two
councils combined. So I pay for my registration in all three councils in the
interest of fairness. And I donate $$ to both Susquehanna and Columbia
Montour. It is very possible to run into problems if you try to multiple
register with some councils. I think it all has to do with money personally.
The policy is pretty clear as I read it but obviously some councils read it
