I can't comment on the BSA Woodbadge, but this is how it is done with the
Canadian Woodbadge. Firstly, we separate the practical portion (we call
it Woodbadge I) and award the woggle at the end of this portion, which is
packaged as a completely separate course. Our Woodbadge II is the
theoretical course, and (in Ontario) our Woodbadge III is the "ticket" The
Gilwell Scarf and two beads come after all that. Not all Woodbadge I
participants complete the process, but we try to get _every_ registered
Scouter to take a Part I within the first 18 months or so.
