Thanks for the answers. I'm still not clear on if a Division Committee is
eligible, but I'll have to research a little more. Anyway, Warren posed a
question that shows there is still confusion in the terms used in our
different divisions, so...

Nope. The Service Team is the Commissioner's staff for Exploring. They
do Unit visitations, provide program help, etc. just like a Commissioner.
The Service Team Key is the equivalent of the Commissioners Key.
The confusion may lie in the fact that Council's have options about how
to administer Exploring in their service area. The Exploring program can
either be delivered through the existing Districts, or a seperate Exploring
Division, functioning as a de facto District, can be used. A Council may
also choose to use some combination of these two where the Districts
support some Units and a Council Exploring Committee directly serves
others based on either clusters, sponsors, or other reasons.
