You are absolutely correct. There should be a council chairman
overseeing the Day Camp Committee.
Scouting is a volunteer program. The professionals are there in a
support mode. They may overule in certain areas of safety, or liability
issues, or if BSA regulations are not being met, but professionals are
not supposed to be running the program, volunteer Scouters are.
Someone should have a private duscussion with the Council Executive about
this subject and address the issues. There may be considerations you are
unaware of that are impacting decisions, or he may be unaware of the
situation you are describing.
