JUst a comment on your suggestion that in the NOrtheast Region the most
Senior Vice Chair of the District fills in for the District Chair in his
absence. This is not typical and is actually contrary to the Key Three
concept. In our District this has been undertaken because the person elected
to be chair felt that his time was severely limited and that he wanted a
deputy to serve in his stead when he was away. I think that the concept will
end after this year when the current Chair moves on to some other position.
Usually the District Commissioner would bill in for the District Chair in
his/her absense. The existance of a Senior Vice Chair has made it so that
coordination between the District Chair and the District Commissioner has
been very difficult. I would urge other district leaders to operate the
way that the system was designed. There are very good reasons for it.
