If the BoR is to fulfill its purpose of evaluating the unit as well as the
scout, having the scoutmaster present may influence the scout's comments.
Same for having a parent or other relative present. The scout should make
his own presentation.
The last time I had a scoutmaster insist on participating, we learned that
he was there to protect himself, not support the scout.
