Ed Robbert asked about passing an inactive Life scout to Eagle.
My response would be that the requirement isn't "be active ... for the last
6 months" but rather "be active ... for at least 6 months as a Life Scout".
Unless you feel that his Scout spirit is lacking and that is the reason for
the drop-out, I don't see anything in the requirements that would justify
denying him the rank (and remember we aren't supposed to add or subtract
requirements from those given by national).
As a side note, one of the people who got Eagle at the same time as I did
was in much the same situation. While some of the people in the troop
raised questions, he had no problems (that I know of) at the BoR.
Someone else asked about parents accompanying their son to the Eagle BoR.
I don't believe it is generally appropriate for the parent to join the SM
in presenting the candidate to the board. In fact, in cases where the SM
is the boy's parent I've generally seen them have someone else do the
presentation to the board.
