This is more along the line of Council Fund Raising. My observation from
4 different councils in 4 different states is that the person in charge
of Council fund raising is usually a good but not great salesperson for
BSA. They usually have a great passion for Scouting and a vested
interest since their salary is paid by these funds. Beyond that,
organization, follow-up and salesmanship could be improved. In this
situation, I would hire a Yellow Page salesperson or some other person
who has experience in intangible sales. The point being, if the Council
had better salesmen/women the units wouldn't have to worry about taking
money from the Council.
