Eagle help requested

Hello fellow Scouts and Scouters!
As a relatively new Scoutmaster I've the pleasure of helping a Scout prepare
for his Eagle Board of Review. This Scout is, in my opinion, a good example
of what we expect a Scout to be (helping others, good leadership qualities,
friendly etc.) . He has completed all of his requirements except 1 merit
badge( which will be completed very soon), his project is completed and
he is compiling his list of references, and here is where my question lies.
Among others he must supply a religious reference. He was baptised a
Roman Catholic but he is not affiliated with any particular church. He has a
belief in God but does not belong to any church. He fully respects anyones
beliefs. Can he have the Leader of the Church which sponsers the Troop as
his religious reference? Should he supply the Eagle Board with an explanation
or is any explanation needed?
