I also agree with the Montoya philosophy on his Eagle candidate problem.
But, hasn't the problem become a crisis because it was never faced until
almost too late? As I read the situation, the Scout had never really shown
Scout Spirit - thus, permitting his advancement to Star and Life are
questionable. The hope that such matters will change, without action, is
frequently false hope.
Any failing on the part of a Scout in any troop should be faced as early as
possible to avoid unhappy situations. He should be advised of the problem
and be a participant in determining how he must solve the problem. It works
but someone has to grab the male cows frontal appendages before he is
