I think we need to be VERY CAREFUL here. This statement is a clear
violation of national BSA policy. No one (council, district, unit, or
individual) is allowed to add to or subtract from the requirements for
any BSA rank. You must make certain that the requirements are met but
you cannot require a scout to do more than the requirements.
