They SURE ARE AND SHOULD DO SO!!
The "Trained" strip (BSA #210) is presented to a Scout upon completion of the
Junior Leader Training Workshop. In addition, there's a special certificate you
should get your hands on which is a nice touch for those completing the course.

(The numbers in the second row is the number of EXTRA ones that I can send
you. Please tell me if you want them, and I'll put them in an large
envelope and send them your way! They've been sitting in my personal
"reference file" here for some time, and in cleaning out several file
cabinets for the move up here, I placed them all in a box and decided to
give or trade them out to those that wanted/desired them.)
The TRAINED strip is ONLY worn during their tenure. When their "tour" is
over, the strip is supposed to be removed unless they serve as a new leader
and attend the JLTW again. And yes, I have the NEW leaders to attend the
Junior Leader Orientation and Planning Workshop again because their
positions have changed for the most part and that I use some of the leaders
that have been re-elected to serve as additional instructors and coaches.
