I have never seen a Scout Troop operate like that, but I have read
that thats how it all started, with individual patrols, meeting at
their own place. And thats how a lot of our Australian stuff about the
Patrol system is written. BUT nobody does it that way that I know of.
I wonder why?
First, the Scouts should be encouraged to work as Patrols. The Troop
(at least down here) is made up of Patrols. Too many leaders operate
the Troop as if the Troop were broken up into patrols for

are the unit, and have some independence. Mind you, it should be
possible to achieve that without splitting to totally separate
