Charter Multiple Packs?

Can a single organization charter more than one Cub Scout Pack?
Our parish currently charters a pack and troop. We have our own
school K-8 with 645 children and a waiting list of 300. Our pack
has 95 boys. This winter, the parish will open a mission church
that will eventually become a separate parish. Next fall the mission
church will open its own school K-3 and will add another grade
every year until it reaches K-8. If we stay with just one pack for
both schools I estimate we'll grow to 115 next year. A new pack
at the new school would start out with about 30 and the existing
pack may drop to 85.
Until the mission church and school become their own parish
they are technically part of the present parish. It's the parish
and not the school that charters the pack and troop. Is there
any rule about a charter organization having more than one
pack. In time, the new school and church would become a
separate charter organization but not before next fall.
