Paul and fellow scouters,
Well, lets see. When an individual goes through HAT training, they get a
HAT number that is listed on various applications for High Adventure
I suppose that merit badge counsellors could be issued numbers by a
council, and these numbers would be on the advancement form. When the MB
counsellor number is entered into the database, it would tell the data
entry operator if the person signing off the blue card is a valid
counsellor in that council.
Second, I would require MB counsellors to keep records of the work that
the scouts working on badges have accomplished. A spot check (audit) of
a ramdom number of blue cards (chosen at random by a council executive)
and audited by someone else. Forms could be developed to aid the
counsellors in record keeping.
Well, that's about all I can think of for now.
