I don't think this is ambiguous at all. It says you may wear "only the
proper combination of Palms for the number of mb's you earned beyond
Eagle." To make it clearer, the text on the bottom of the application for
the palm (#58-709) seems to leave no doubt. It adds: "For example, if you
earn 10 merit badges and two palms, you would wear *only* the Gold Palm.
If you earn 20 merit badges and four palms, you would wear a Silver and a
