Because while they were on furlough, they had no salary and thus were not
eligible for coverage by Workmen's Compensation should they be injured on
the job. Thus it was a question of liability. They weren't even allowed
to volunteer to come in and work because of the above liability concerns.
The only workers covered by Workmen's Comp during the shutdown where those
declared essential by their agency.
