This is found in the present version (which is the version that EVERYONE
should be using!) of the BSA's Advancement Guidelines: Policies and

There's little dreaming there, although I know what you're talking about!
While local Councils can "play around with the wording", there's not much
you can change from "there is no limit as to the number of merit badges a
counselor may teach".

And as an Eagle Scout, Mike Walton agrees that this should be one of a few
EVERYONE needs to be playing off of the same sheet of music. It is the
