This much I agree with.

This part I don't. Another person from the scouter's family is just as
legitimate a chaperone as anyone else. You just don't want to be alone
with a scout.
You want someone around to be able to back up you up, because "He touched
me in a naughty place" can't be refuted by your denial alone. Someone
else needs to be there to say: didn't happen.
