They're lying through their teeth! ALL local Councils keep unit records from
ALL of their units from the time the unit was organized (or the time the
Council was formed) to the present. The only thing is, they are stored in
"dungeons" that nobody wants to go down into to find out "special"
information like what you're asking!
What you need to do is to set aside an ENTIRE DAY to go to your Council
office, go down into their "storage area" and to LOOK for yourself and get
the information you are needing. Most Councils will let you do this,
especially if you are prepared ahead of time. Because most units are
organized by District and then by unit number or chartered partner or both,
you need to know the names of all of the chartered partner organizations as
well as the unit number(s) that the unit was carried under. A lot of times,
by just looking for the name of the chartered partner organization in the
District, you can find that your unit number has changed a couple of times
in its history. You also need to find a copy of your charter, so that you
can find out when was the first year your unit was chartered.
Now, let's say that your Council's records past five years back were
destroyed by fire or water or action of previous staffs. The BSA maintains
backup records of each and every unit at their four Regional Service
Centers, our case, in north Fulton County, Georgia (right outside Atlanta).
You need to go there, because they will NOT do the research for you and will
ONLY allow you to research it there if the local Council's records are
incomplete or not there at all. This is where the "National copies" of all
of the advancement reports and charters are sent to for posting to the
