Our pack usually has an overnight somewhere every year. One night
it was at the Zoo (they have a cool overnight program); another
night at our science museum (ditto). IN ALL CASES, every boy had
to be accompanied by a parent (or proper parent-equivalent). Note
that in both cases we slept in a building. It was not "camping".
So, I'd say you've got to have a parent for each boy attending.
