As I understand the difference is this. The young man is getting credit twice
for doing something once. We have the swimming requirements for advancement
done during Troop swims done at indoor pools (winter in Iowa makes the water
too hard to swim outside).
I don't disagree that the swimming merit badge exceeds the advancement
requirement. During the course of taking a merit badge he may meet these
requirements prior to passing the badge for his final tests.For boys who
couldn't meet the advancement requirements earlier we have had them do this
at camp during the swimming merit badge classes.
