You wear palms on the knot whenever you want to. Much the same as the
miniature devices for some awards. Reference Insignia Guide (#33064, 1995
printing, page 22)
The section on this page for palms states, in part:
"Eagle Palm (stock nos); Boy Scout and Scouter, worn only on the Eagle
Award or Eagle square knot."
Another section on the Eagle square knot (also on page 22) tells us that only
Scouters wear the knot; Boy Scouts wear the rank patch, which cannot be worn
by adults, according page 5.
Trivia question for anyone: Can miniature devices be worn on knots by a youth
