When did the BSA go back to allowing the palms to be worn on the badge?
I know that is used to be allowed, but that in the late 1980s and early
1990s it was not allowed. Did they go back to allowing it in the last
year? (Please cite a reference such as the Insignia Control Guide. The
last I checked it still said it was not allowed...)
I know the Eagletter said it was allowed, but the Eagletter has been
wrong so many times in the past that it has lost all sense of
