The definative word from the BSA's Eagle Scout Service is found on one of
the EagleTips. Here's what it says in summary:
Explorers and Scouters may CHOOSE to wear the Eagle Scout Palms centered on
the Eagle Scout Square Knot or on the Eagle Scout Medal. Scouts MUST wear
Palms centered on the Eagle Scout Badge (the badge which is centered on the
pocket) or on the medal. The Square Knot is worn by Explorers over the age
of 18 and by Scouters over the age of 18. In some local Councils, (and
Charlotte is one of them), the Council Executive have permitted the Knot to
be worn by Scouts whom are serving as Junior Assistant Scoutmasters (at the
age of 16 or 17). This is NOT policy, but each local Council has the right
to use the BSA's policies to its own benefit.
If you are NOT 18 years old, you SHOULD be wearing the Badge centered on the
pocket (unless your local Council lets you wear the Knot; in which case, you
wear the knot) with the Eagle Palms centered on either.
If you ARE 18 years old or older, you HAVE to wear the Eagle Scout Square
Knot and NOT the Badge. The Palms are centered on the Knot.
The Summer 1994 Eagletter (from the National Eagle Scout Association) has this
information in longhand form as well as EAGTIP25 (the Eagle Scout Protocol File)
which is available from our archive by sending a email message to
LISTSERV@TCUBVM.IS.TCU.EDU and telling it to GET EAGTIP25 SCOUTS-L
