One Gold Arrow point for Wolf, one Gold Arrow point for Bear.
The Gold Arrow Point indicates that he's completed the first ten electives.
Each Silver Arrow Point indicates that he's completed the second and
subsequent set of ten electives.
A Cub may only earn ONE Gold Arrow Point as a Wolf and ONE as a Bear; he can
earn as many Silver Arrow Points as he is willing to earn (and wear).

Hey Kathie, please correct me if I'm wrong, but I'm pretty sure that once he
completes the Bear Badge requirements and have earned the Bear Badge, he may
use EITHER the Wolf or the Bear electives in order to earn additional Arrow
In that kid's case, he would be able to earn a Gold or Silver Arrow Point
dependant upon the number of completed electives (taken from either the Wolf
or the Bear books).
Once a Cub moves from Wolf to Bear, he works from the new book to complete
the Acheivements toward the rank. However, after (and only after) he's
earned the Bear badge may he use either book to complete electives. I don't
have access to my Cub Scout Leader's Book right now, but I am pretty sure of
that (and if I'm
wrong, I'm positive that Kathie will have the current answer).
