The boys gets a gold arrow for the first 10 electives done from the
Bear book, and a silver for every 10 electives done from the bear book

The key here is that only electives done from the bear book count when
he is a Bear. Any leftover electives done from the wolf book do not
count towards Bear electives and arrow points.
Also, a boy who has crossed into a Bear den should not be doing anything
from the wolf book. The stuff is designed for specific age groups and
having a boy do more wolf electives as a bear does not achieve the intended
level of difficulty accociated with the advancement.
