To be a chartered organization, you should have a youth program (the
hardware) in which to use our software "BSA program". Although there
are such things as 'concerned citizens' who hold charters, and many
far past the 6 month limit for such a charter group, units chartered
under that kind of charter generally survive only as long as their
sons are in the unit.
National discourages such charters to be issued in the first place.
Check in the booklet --- the chartered organization representative -
.90- it has the whole responsibility of a chartered organization,
among which is a way to use our program, and they must provide a
meeting place, that meets our youth protection requirements.
