I recommend that you call Mt. Vernon directly. Their phone number is
703-780-2000. I believe there is a time period when Scouts can attend for
free, but I do not recall when it starts and ends.
Mt. Vernon does permit Scouts to have a wreath laying ceremony, but I am not
sure if that is confined to any particular time period. The Scouts must
provide the wreath and the ceremony. The Scouts generally make the wreaths
themselves. The guards at the tomb cooperate by keeping the crowd back during
the ceremony. The Scouts generally feel a sense of pride after the ceremony,
and the people in the crowd generally come away feeling good about their
country and the Boy Scouts.
