I am going to come down on the other side of this. I know there is some
ambiguity but I believe the answer is no.
The 1993-95 edition of Boy Scout Requirements specifically stated that the
requirements in that book were effective through August 1995. Similarly
the current book says the requirements are effective through August 1997.
Thus, since these mb's no longer appear in the book they are no longer
amongst the currently effective requirements. The authority to offer them
under the 93/95 requirements expired on 9/1.
If they changed the required list of mb's for Eagle would you say that as
long as you possessed an old requirements book you could continue to use
the old requirements? Can you still use the old requirements for Swimming
and ignore the CPR requirement if you start the course now? I believe not.
Then, why should it be different for the discontinued mb's.
I know that the Scouting article talked about availability of the mb's as
the determining factor but I know at least one local council which has
instructed the Scout Shop in their office to remove the old mb's from the
shelf and not sell them. The article in ProSpeaks, I believe, talked about
the 9/1 date.
While I don't think that there is likely to be a problem down the road
(especially if the mb cards are signed soon since it would be assumed that
the boys started before 9/1) because most Eagle candidates have more than
enough non-required badges, I believe the technical answer is the one I
