Well, this one has a definitive answer and points up one more change in the
95-97 Requirements book that was not listed inside the front cover. The
preamble to the mb now reads: "To earn this merit badge on roller skates
or in-line skates, a Scout must:" The phrase "or in-line skates" was added
in the new book, although this was not listed as one of the mb's which
changed. So, the answer is YES.

This one is less clear. I assume you are dealing with the alpine
requirements vs the nordic requirements. Those requirements involve
maneuvers, like wedge stops, which I do not believe can be done on
snowboards, so I would tend to agree with you. Snowboards are one of the
things which must be discussed in requirement 5 but I do not believe that
you can accomplish the rest of the alpine requirements on a snowboard.
