Help Request - Quality Unit Requirements

I need some of your Eagle Eyes with finding a reference to official
literature on Quality Unit requirements. But first, read all of today's
posts and reply personally to my e-mail (firstname.lastname@example.org) if an
appropriate answer has already be posted to the group.
Now here's the question:
For about six months, we have been told about a "new" one and a half hour
youth protection training course. This course is in addition to and
different than the youth protection training included in basic training.
We have also been told that every unit must have at least one leader
complete this new expanded training in youth protection or the unit will
not qualify for the quality unit award. But no reference to official BSA
literature has ever been provided as to the specific source of the
I have in mu hands the 1996 National Quality Unit Award Forms for Packs
(No. 14-220H); Troops (14-221H); Teams (14-222H) and Posts/Ships
(14-223H). All are for 1996 and state 1995 printing. I will only quote
from the Pack form, to save bandwidth, but they all say essentially the
"Requirement 2: Two-deep leadership. The pack must have two-deep
leadership. A qualified assistant Cubmaster must be active, registered,
and trained with Fast Start and Basic Training. An assistant cubmaster
must be assigned responsibility to promote Youth Protection training and
coordinate appropriate awareness for parents and youth members."
Note that the form, does not require the unit have at least one leader to
have completed the training. Does anyone have an official source for
what appears to be a "rumored" requirement for the Quality Unit Award.
