I think this has to be decided by the candidates, their parents, and the
troop committee on a case-by-case basis. My troop had a triple ceremony
this past weekend. The three Eagles entered Tiger Cubs together the first
year the program was offered in our area. One of the candidates had his
board of review in September 1994 and waited until now so that he could be
honored with his friends.
It was a wonderful ceremony.
