It sounds like the father of the scout has been holding the dual roles of
father and mother. I think that the rose and pin should be given to him - to
honor his difficult roles in the raising of this fine boy and for them to
put on the mothers grave at a later time, if they wish. I think it would be
best to ask the scout if he and his father would want this.
Although a rose bush or a plaque sounds like a nice gesture, I would not
think it would be appropriate unless you plan to change the current
tradition to honor the mothers of other troop members that way also.
