National policiy continues (as it has for the past 24 years I can
attest to) to be a ONE ON ONE policy for Webelos Scouts, 1st OR 2nd
year. If your council (local) changes that in writing, they are
wrong. The Web. Leader (and asst.) are NOT to have full
responsibility for each boy and the program.
Think about --- a troop is required to have 2 deep leadership -- but
in reality that means at least 3-4 -- so, if there is trouble and a
