Just a comment, there is no National policy about trading between youth and
adults. If there was the trades that happen over nets like this one would be
impossible to police. It's just that at big events a policy is set for that
event and the policing is done by someone like ASTA.
I also agree with your comment on those that go just to trade. There is much
much more to Scouting than trading.
