Boy Scout/Explorer Registration and Advancement

Hello Fellow Scouters
I'm hoping the collective wisdom of teh list can me in this,
especially my fellow NCAC'ers
I have a case in my Troop where a number of older scouts elected to sta
start up a new Explorer post adn "register"(at least I think so) as Explorers.
My questions are:
1. Can these boys be "dual" registered as both Boy Scouts and
Explorers? Their ages range from 14 to 17. If so, how do I continue to
treat them in the troop?
2. If they were 1st class and above and are now Explorers, who
is responsible for tracking their advancement, doing the paperwork, etc,
especially for BORs and any Eagle paperwork and BOR?
3. Would I still consider them a "part of the troop" (if they are
Explorers) for activities, leadership, skills, campouts, etc, or do we now
have two different groups with their own insurance, restrictions, etc?
4. Who should I go to for futher info?
