Yes, to all 3 questions.
The 4th question you didn't ask, is can the cub scout sleep with the
'guardian' or not. Basically, yes also, if the person is the legal
guardian but you should prepare an 'informed consent' form for the parent
which tells them about the sleeping arrangements expected and that they
specifically agree to them. This prevents any 'surprises'.
