Scouts can work on rank requirements simultaneously (according to the Scout
handbook and SM hanbook, also the advancement guideline pamphlet). Just has
to earn ranks in order. And certain projects/tenure must be performed while
holding he previous rank. Otherwise, no reason to "wait" on BOR to work on
next rank requirements.
If you have regularly scheduled and announced BORs, no reason to have a
special BOR unless circumstances were beyond the Scout's control that
prevented him from being at the regular BOR. This puts the responsibility on
the SCOUT to manage his advancement. My committee hald a BOR every month,
always the second Wednesday. The Scouts knew, it was announced at PLC (exact
date), and the SM was responsible to assure he completed his growth agreement
conferences on time. It is important to remember that the BOR not only is
for advancement review, but also to talk with Scouts who are not advancing at
the proper pace. The committee has to accept the responsibility to hold
regular, announced BOR's. Don't bounce around - this adds too much
confusion. We also have a special BOR the last day of summer camp, if
needed. This too is announced well in advance. And turn in that advancement
report on time and regularly too - don't wait for Court of Honor!
