We had a case in troop 56 where the scout was planning to paint all of the
fire hydrants in Dublin VA and color code them according to water pressure.
The Fire Department informed him after he started that they would not be
able to do the pressure tests until the next year (after his 18th birthday).
He put a single color on each hydrant and explained the problem to the
board of review. They agreed that the problem was beyond his control
accepted his project as completed. The town had also underreported the
number of fire hydrants that they had by several hundred, so his project was
bigger than expected.
