I would say that if the organization should withdraw sponsorship, (which
is can do, but also requires the cooperation of the Council) that is
your excuse to find a new, more supportive sponsor, perhaps the same one
as the 'other' troop.
You are absolutely correct that Webelos boys are free to choose which
troop they wish to join. Although in many places there is a 'feeder'
relationship between a Pack and a Troop, there is no obligation to
follow that route if there are other, more interesting (to the
individual) choices available.
Any troop, if it wants to encourage Webelos to join, needs to have an
ongoing and interesting (to the boys) program and probably needs to do
additional things such as you suggested to reach out and make the
Webelos feel welcome before, during, and after their visit.
