If he were to raise the funds or better yet, get the work donated, this
would show excellent leadership! Even if the organization receiving the
work paid for the painter and he arranged it because he is late, that
would demonstrate his responsibility by seeing that the project was
completed as planned.
My own personal feeling is that the project should
be complete before the Eagle Board of Review. There is a box on the
Eagle Application where you list the date the project was completed. I
would expect a protest from the National Office if this date were an
estimate in the future or blank.
